Dr. Charles Locke is an Associate Professor in the Department of Medicine, Johns Hopkins School of Medicine. He has been active in areas CMS hospital payment models and policy, including visit status determination, the 2-midnight rule and the Recovery Audit (RA) program.
He served as the Chief Operating Officer of the BCCFH COVID Task Force, a joint operation between the State of Maryland Department of Health, Johns Hopkins Medicine and the University of Maryland Medical System from 2021 to 2023. Previously, he served as a Physician Advisor from 2011 to 2013 and the Senior Physician Advisor 2013 to 2021 for the Department of Utilization Review and Clinical Resource Management, Johns Hopkins Hospital. Dr. Locke served a 2-year term as president of the American College of Physician Advisors (ACPA) from 2019 – 2020 and currently serves as ACPA’s treasurer.
Dr. Locke received his medical degree from the University of Pennsylvania, completed his internship and residency in internal medicine at the University of Virginia Health Sciences Center, and is a graduate of the Johns Hopkins Faculty Development Program for Clinical Educators.
